SIMPOC Technical Specialist - P4
Statistical services in the area of child labour are provided by IPEC's Statistical Information and Monitoring Programme on Child Labour (SIMPOC). The SIMPOC Technical Specialist will report to and be supervised by IPEC's Chief of Research and Policy. He/she will perform the following tasks:

Generic duties
1. Design and promote a wide range of special subject-matter-related programmes, This involves: re-analysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognised technical specialisation.
2. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
3. Provide policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
4. Formulate and submit project proposals and seek funding.
5. Evaluate the efficiency and effectiveness of the project activities.
6. Undertake technical advisory missions independently or in collaboration with other technical specialists.
7. Conduct seminars, workshops and technical meetings and training courses.
8. Prepare draft recommendations and guidelines for discussion and adoption as ILO Recommendations or Conventions on related technical fields.
9. Write manuals and/or training guides on related topics.
10. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
11. Monitor and coordinate research carried out by junior technical officers and external collaborators.
12. Provide technical inputs to office documents (sectoral meetings, technical committees, regional meetings and conference reports).
13. Participate in tripartite reviews on technical cooperation activities and international meetings and conferences.


Specific duties
1. Coordinate the setting up and implementation of national child labour survey projects. Develop appropriate methods and plan surveys for obtaining the required data on child labour and related topics.
2. Provide technical advisory support and backstopping services to child labour baseline and sector-specific surveys and related research activities.
3. Further develop international standards on statistical concepts, definitions, classifications and methods related to the measurement of the worst forms of child labour and assist ILO constituents in their statistical development while ensuring international comparability.
4. Conduct training seminars, workshops and meetings on child labour statistics and other related topics; further develop training guides, manuals and other knowledge-sharing material on child labour data collection and analysis.
5. Carry out in-depth analysis of child labour data and train partners in statistical analysis.
6. Develop policy proposals and provide policy advice to ILO's constituents on institutional strengthening, the application of relevant ILO standards and the promotion of technical cooperation activities. Draft, prepare and coordinate discussion papers, policy-oriented reports and global publications of a high quality and with technical soundness.
7. Disseminate information in line with the ILO's and IPEC's knowledge sharing and management strategy and ensure representation at donors' meetings, international, regional and national fora and advocacy campaigns. This includes promotion of relevant networks and alliances.

Advanced university degree in economics, statistics or other quantitatively-oriented social sciences.
A minimum of eight years of experience in the field of (child labour) statistics and research, including at least five at the international level. Experience in the implementation of multilaterally-financed projects and the setting-up of, implementation and reporting on large-scale and sensitive statistical activities in developing countries. Technical expertise in (i) in-depth data and trend analysis and the drafting of research and policy advisory reports. Familiarity with the development and application of national child labour survey tools for generating information on the worst forms of child labour would be an advantage.
Excellent knowledge of English. Good working knowledge of French and/or Spanish would be an advantage.

8. Ability to represent the Office at international conferences and organize high level inter-governmental meetings.

12. Proficient in standard computer software and statistical software packages.
