Under the direct supervision of the Head of the Communications Service, the incumbent carries out, in particular, the following tasks:
supervise the execution of the mail processing work of the postal services clerks and participates in that work; advise users with respect to the mail delivery and requirements of the various sectors of the Organization with the accent to the nature (speed) of the service required and financial implications thereof; contribute to explore possibilities to decrease mailing volume, provide information to users on modifications of mailing conditions and procedures, advise on more economical use of mailing facilities and propose advantageous modifications in mailing procedures; participate with the Head of Service in negotiating preferential agreements with mail service providers and the other specialized undertakings; participates in the analysis and evaluation of the Organization’s needs with respect to postal consignments, taking into account delivery times (for which absolute compliance is required by various treaties and agreements) and the financial implications; contribute in overseeing the organization of improved working methods for the prompt dispatch of mail in coordination with WIPO services, namely PCT, Trademarks and Documents service; be involved in overseeing the administration of the allocation of dispatches to different service providers according to the services offered, delivery deadlines and prices agreed as well as the follow-up on user complaints concerning mailing deliveries; maintain direct contacts with mail service providers, the specialized undertakings and the printers in order to coordinate consignments and to settle special situations and cases; ensures the selection of the most economical carrier for non-standard mailings; ensure compliance with the rules concerning all mail delivery service providers; supervise the Diplomatic Pouch service and advise clients on its appropriate use; draw up the monthly accounts of consignments carried out by the various mail service providers and the specialized undertakings after checking the relevant vouchers; participate in work organization by proposing to the Head of Service more economical and efficient methods for the dispatch of items of mail; liaise with the Mail Expedition services of other International Organizations in Geneva and elsewhere, exchange experience and coordinate activities; investigate complaints concerning registered and other mail; track items through the internet in order to ensure prompt delivery; prepare cost estimates to facilitate the drafting of the budget, together with those elements that will serve to allocate dispatch costs to the Programs concerned; develop and handle the computer programs for the Mail Expedition Unit, using WIPO standard spreadsheets, in line with the development of the needs of the service, including the use of a computer system for the daily entry of consignments broken down by type of dispatch, with a view to drawing up the daily, monthly and annual statistics of the number of consignments, the weight and the amount of the Unit’s expenditure; manage the cash imprest for service stamps bought by staff; perform other related duties as required. |

A university degree in business administration or a related field or relevant experience at an appropriate level. Good knowledge of computers, including familiarity with spreadsheets such as Excel. Very good knowledge of French or English and good knowledge of the other language. Sense of organization, initiative, judgment and accuracy, experience of administrative work related to the aforementioned duties. At least three years of experience in the field of the aforementioned duties. |
