Chief Economist (D.1)
The creation of this new position within WIPO reflects the demand for high quality empirical analysis of the impacts of the intellectual property system on economic growth and development. It also aims to improve understanding of the evolution and trends within the IP system, in order to inform wider policy debates and efforts to improve the efficiency of the system. The incumbent will be responsible for developing and leading a new division for economic and statistical analysis in order to:

(a) provide empirical input to high level policy discussions on the impact of IP on economic development;
(b) develop internationally accepted methodologies for measuring the economic impact of IP, in cooperation with external experts;
(c) stimulate the productive exchange of expertise with leading economists in other intergovernmental and non-governmental organizations, academic institutions, donor agencies and private sector in support of WIPO’s goals;
(d) develop and produce a comprehensive annual World Intellectual Property Report, as a major new reference source of IP information;
(e) direct the collection and publication of statistics and improve presentation and accessibility through the WIPO website;
(f) create a web-based WIPO reference library of authoritative studies on the economic impact of IP;
(g) conduct new studies and evaluate the results in response to specific needs identified by member states, and for the purposes of strategic planning by WIPO’s top management.

(a) Advanced degree in economics.
(b) A record of academic excellence demonstrated over at least 15 years of published work in applied economics and economic theory. A strong background in economic data analysis; expertise in economic impact analysis/methodologies, econometrics and statistics.
(c) Extensive expertise in the application of economic analysis within the field of intellectual property, technology and innovation. In depth understanding of national and international patent systems. A substantial body of published work relating to the analysis of the economic costs and benefits of intellectual property systems.
(d) Evidence of intellectual leadership, including a significant record of contribution to international debate. Well-established contacts with key actors and stakeholders in the economic community.
(e) Proven ability to communicate economic ideas and technical subject matter to a non-specialist audience, including government officials, the private sector and civil society.
(f) Able to link economic analysis to the policy needs of member countries and to engage with senior level policy-makers.
(g) Familiarity with the work of WIPO. Knowledge of work of IP-related issues by other IGOs, including OECD, World Bank.
(h) Ability to lead and motivate a multicultural team.
(i) Proficiency in the use of IT tools and databases for analysis.
(j) Excellent written and spoken English or French, with fluency in the other. Working knowledge of at least one other UN language an advantage.
