Director (D.2) - Human Resources
Reporting to the WIPO Deputy Director General for Administration, the Director of HRMD is responsible for leading the strategic and operational activities of the Department. He/She will play a central role in introducing new HR strategies and policies in order to build a performance-oriented organization, with a well motivated, appropriately skilled work force. In particular, he/she will undertake a review of the existing HR Strategy for the Organization, and implement this in accordance with a plan to be developed, and approved by senior management; ensure that the plans are responsive to business objectives and growth; communicate the key elements of the HR strategy and plans to staff and stakeholders; and review periodically the strategy and plans and ensure that these are adjusted to new realities including changes in the business environment and needs. Specific tasks will include:
(a) leading a comprehensive review and reform of current policies and processes, notably in relation to recruitment, promotion, post management and job grading;
(b) working closely with other program managers to deliver organizational change in support of the strategic realignment program of the new WIPO administration;
(c) promoting a performance culture across the Organization; establishing new systems for performance appraisal, management training and career development; addressing issues of absenteeism;
(d) identifying and filling significant skills gaps;
(e) improving communication with staff; contributing to building constructive
staff-management relations.

(a) Internationally recognized post-graduate professional qualifications in human resource management, business administration or public administration.
(b) At least 15 years’ experience in administration and human resources management, of which at least five years should be at a senior management level in a large international organization.
(c) Proven ability to lead organizational and cultural change within a results-based management framework.
(d) Strong management record, including success in leading a large team and managing financial resources.
(e) Skilled communicator. Excellent negotiation, facilitation and motivational skills. Ability to articulate management and organizational principles and their application within a multicultural environment.
(f) Strategic thinker. Demonstrable skills in analysis of problems, identification of risks and opportunities, and strategic planning.
(g) Experience of using information technologies, particularly Enterprise Resource Planning (ERP) systems, to deliver efficiency gains.
(h) Reliable judgment. Discretion and integrity.
(i) Knowledge of personnel policies within the United Nations common system would be an advantage.
(j) Excellent written and spoken English and French. Working knowledge of at least one other UN language an advantage.
