Under the supervision of the Deputy Director General for Administration, the incumbent will be responsible for development and implementation of an ICT strategy aligned to business needs, and directing and managing the ICT resources of the Organization in an effective and efficient manner to deliver quality information services to both internal and external customers and stakeholders of the Organization. The incumbent has in particular the following principal duties:
(a) develop a comprehensive ICT strategy for the Organization in consultation with senior management key users and stakeholders; communicate the key elements of the ICT strategy to ICT staff, users and stakeholders; implement the ICT strategy in accordance with a plan approved by senior management; ensure that the plans are responsive to business objectives and growth; and periodically review the strategy and plans and ensure that these are adjusted to new realities including changes in the business environment and needs; (b) continuously scan the ICT environment, keep abreast of ICT trends and identify emerging technologies that could enable business change and improve customer services; (c) oversee and ensure that current web and administrative applications and information services that serve internal and external customers are performing in accordance with customer expectations and agreed service levels; plan organize and deliver these services with an emphasis on cost-effectiveness; (d) in consultation with senior management and stakeholders, participate in the identification and prioritization of new projects; oversee the planning and delivery of the new projects in accordance with the department’s application strategy, security and quality standards and project methodology; (e) oversee the management of the ICT technical infrastructure; ensure that all components of ICT infrastructure are performing reliably in accordance with agreed service levels and security standards; (f) ensure that the department is kept informed of new business plans and growth to ensure proper capacity management and planning; liaise with the Directors/Heads in charge of Business Applications for this purpose; (g) develop the department’s workplans, budget and monitor utilization of resources, and report to senior management on performance and progress on key initiatives; (h) establish service management and service delivery standards (based on industry standards such as ITIL) and ensure the implementation of these standards; (i) establish a methodology for project management, planning and implementation, once again based on industry standards such as Prince2, and inform Senior Management on the essential elements of these methodologies and standards; (j) establish and maintain an environment of trust, open communications, mentoring and professionalism among staff of the department; (k) review and approve major ICT service contracts; manage strategic relationships with key service providers, suppliers and partners; identify strategic opportunities for sourcing ICT services and products; (l) work with Senior Management to ensure that the ICT component of the business continuity/disaster recovery plan is established, tested periodically and updated to adjust to business realities; establish a risk management approach; ensure that security standards are constantly reviewed, updated and enforced. |

(a) Advanced university degree, preferably in computer science, information systems management, an engineering/science field, business administration, or in a related field; or a combination of university education and professional experience equivalent to an advanced university degree. (b) At least 15 years of extensive experience in the provision of information services, including extensive IT management experience at a senior level involving diversified and increasing responsibilities; a strong management background is essential, and experience at the international level within the United Nations system or other Intergovernmental Organizations would be a significant advantage. (c) Demonstrated ability to understand the operational and strategic requirements of an international organization and the implications of information systems for the practical organization of working methods to meet those requirements. (d) Demonstrated ability to advise senior management on information services policies, strategies and priorities and to formulate related strategic and operational plans. (e) Proven ability to supervise and motivate staff and to plan and manage information services and projects with timely and cost-conscious achievement of results. (f) Excellent knowledge of modern information services (technology, systems, standards) and concepts including best practices in IT service and project management. (g) Well-developed skills in analysis of problems, and creating and achieving solutions; communication; negotiation; and interpersonal relationships. (h) Oral and written fluency in English or French, with excellent knowledge of the other language. Ability to work in other official languages would be an advantage. |
