Technical Specialist in Social Security (Prevention)
The project management position is located in the Observatory Branch of the ISSA. The Observatory Branch is the area within the Social Security Centre, responsible for developing the knowledge base necessary to reach the ISSA's objectives. The incumbent reports to the Chief of the Observatory Branch and is responsible for managing projects in the area of activities of the Observatory Branch and the timely delivery of defined project outputs. Project management covers but is not limited to the establishment of project planning, implementation, evaluation and responsibility for taking the necessary steps to achieve planned outputs namely meetings, working groups, relations with technical commissions, publication of up-to-date project information on the web portal. The incumbent provides technical advice in the field of prevention and social security to support ISSA's objective to work towards an integrated and comprehensive prevention culture in social security. This advice is in particular based on knowledge in the field of occupational safety and health at work but also an understanding of the increasing importance of pro-active and preventative approaches for other branches of social security. The incumbent may be called upon to work in task-oriented teams to contribute to ISSA activities within the areas of competence. Description of Duties:

1. Design and promote a wide range of special subject-matter-related programmes. This involves: reanalysis of complex or conflicting data, statistics and information or policy guidelines, in a manner requiring the advanced application of principles of a recognized technical specialization.
2. Develop and review an institutional framework, in which ISSA member associations can best improve, implement and evaluate efficient and equitable ISSA action programmes.
3. Provide policy advice to ISSA member associations on institutional strengthening and the promotion of technical support activities.
4. Formulate and submit project proposals.
5. Evaluate the efficiency and effectiveness of the project activities.
6. Conduct seminars, workshops and technical meetings.
7. Disseminate information on programmes through publications and, press releases, as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
8. Provide technical inputs to ISSA documents (meetings, technical committees, regional meetings and conference reports).
9. Participate in ISSA activities, international meetings and conferences.
10. Monitor and coordinate research carried out by junior technical officers and external collaborators.

Specific duties

1. Develop, analyze and evaluate developments in the field of social security worldwide, notably in the field of pro-active social policy, prevention and occupational safety and health.
2. Conceptualize policy approaches as well as guidelines derived from strategic analyses; provide inputs for the unit's contribution and establish project activities to enable the ISSA to achieve its objectives and outcomes, estimate and propose the necessary budgets.
3. Write and prepare study materials and reports on trends in social security in the assigned technical field for the General Secretariat, Working Groups, meetings and symposia and international fora, as well as other international organizations. Provide technical inputs with a view to developing good practice.
4. Manage projects in all their dimensions in relation to the ISSA Technical Committees; establish and prepare the background notes linked to those projects, the memorandum and budget for meetings of the Working Groups, symposia and international conferences, in collaboration with the ISSA member organizations. Supervise teams involved in projects.
5. Organize and supervise the preparation of international meetings in collaboration with the National Organizing Committees, the secretariat of the SSO Branch and other units of the ISSA. Propose the list of experts to contribute to the projects; work in close cooperation with those experts to collate and draft the results of the studies. Carry out revision of the technical documents linked to his/her field.
6. Advise the ISSA collaborators that are in charge of the projects linked to his/her technical field and participate in the implementation and development teams of the different projects.
7. Provide technical inputs to ISSA member organizations on the implementation of reforms and coordinate networks of international experts, more particularly in the field of pro-active social policies, prevention and occupational safety and health.
8. Provide technical inputs with a view to developing the knowledge base and implementing the project activities derived from ISSA policy analyses and from its programme of research.
9. Undertake other duties as required by the Secretary General and the Chief of the Observatory Branch.

Advanced university degree relevant to the duties covered by the position.
Extensive knowledge of social security and prevention demonstrated by at least eight years' professional experience with related national and international organizations.
Excellent knowledge of one official language of the ISSA (English, French, German, Spanish) and good working knowledge of a second. Working knowledge of a third language would be an advantage.
The ability to: synthesize research and reach empirically based conclusions on related subjects; provide technical advice on best practices, to address broader issues outside the field of specialization; formulate new concepts and methodologies; develop training materials, alternative courses of action, project proposals, policy, procedural matters and present them at high-level meetings; produce reports, evaluate and monitor project activities; ability to work in a team.
