The ILO Health Services Unit (HSU) underwent an administrative reorganisation, as it separated from WHO in January 2006, to be managed directly by the ILO. This change has opened up the opportunity to link with HRD in the provision of a new system of office-wide occupational safety and health as well as to further develop and improve the medical work of the Unit.
The nurse's position, being offered, is a part-time 80% post with responsibility for promoting and protecting the health and well-being of ILO staff. This role is undertaken in conjunction with all other members of the Health Services Unit, under the supervision of the ILO Medical Adviser and working alongside a 50% nurse in the same unit.
The applicant needs to be competent to perform patient triage, act as part of an emergency resuscitation team and provide the clinical treatment of minor ailments, as well as being able to initiate and provide health promotion and disease prevention programmes. Good communication, language and training skills are essential in order to contribute to individual and group counselling and presentations on health-related issues.
Description of Duties 1. Provide a polite, welcoming and professional service to all users of the medical service, during consultations, telephone and e-mail communications. 2. Ensure that all people in the waiting area of the Health Services Unit are rapidly triaged and directed as appropriate. 3. Work with the 50% Medical Service nurse to ensure safe coverage of the clinical side of the work. 4. In conjunction with the 50% nurse, manage a walk-in clinic for ILO staff members, or visitors, who are unwell in the ILO building. Be capable of taking a basic medical history, assessing the gravity of a medical condition and offering suitable medication, as appropriate, from the stock held by the Health Services Unit. 5. Perform basic clinical screening tests (blood pressure, pulse, temperature, blood glucose, electrocardiogram) whenever clinically indicated or on the request of the doctor. Perform routine and urgent venepuncture as directed by the doctor. 6. Keep reference links for local health care providers and be able to refer staff members appropriately to such providers, both in the emergency and non-urgent situation. 7. Fully respect the ethics of medical confidentiality and be capable of providing confidential advice on medical screening investigations and work-related health issues. 8. Be part of the Health Services Unit team providing emergency basic life support with cardiac defibrillation and first aid in cases of sudden collapse. Participate in training meetings to update knowledge in this area. 9. Run a travel-clinic for staff members going on mission, including vaccination and malaria prophylaxis advice and provision, as well as counselling and the distribution of medical kits related to the increased health-risks linked with travel. 10. Participate in continuous medical education, sufficient to keep a current professional knowledge base. 11. Ensure that stocks of emergency and routine medication and equipment are stored correctly, within date for shelf-life and serviced within the recommended intervals. 12. Prepare information regarding the Health Services Unit for use on internal documents and the intranet. 13. Working with external health-care providers, provide health- promotion and disease-prevention information for ILO staff members and the users of the Health Services Unit, to be available in printed and electronic forms. 14. Help plan, create and participate, with the rest of the Health Services Unit team, in health-promotion and disease-prevention seminars, displays, presentations and individual counselling sessions. 15. Participate in a system of incident and accident reporting and of promoting accident and risk prevention. 16. Be aware of and able to communicate medical advice concerning the health risks of: smoking, drug and alcohol abuse, obesity, hypertension, hypercholesterolaemia, infectious disease, travel, lack of exercise, shift work, poor ergonomics. 17. Participate in all team meetings and in other meetings as indicated by the supervisor or by the work undertaken. 18. Be adaptable to emerging health trends and able to design and work with new systems in response to them. 19. May be requested to perform other related duties as necessary. |

Completion of secondary education. Nursing degree or diploma with national registration. At least 10 years of post-registration experience as a nurse, with a varied work experience. Experience in primary care or emergency care would be an advantage. Experience in designing and delivering occupational or public health programmes would be an advantage. Experience in a United Nations or similar Health Services Unit would be an advantage. Excellent knowledge of either English or French is required with a very good working knowledge of the other and the ability to draft well in at least one. Knowledge of Spanish would be an advantage. Good communication and strong interpersonal skills and the ability to work effectively in a team. Teaching and training skills in health-related subjects. Planning and organisational skills. Time-keeping skills Initiative and the ability to work independently. Ability to communicate to small or large groups of people. Adaptability to changing needs and to respond imaginatively to new challenges.
Technical competencies: 1. Knowledge of travel medicine including the ability to provide a service including vaccination, malarial prophylaxis, other medical treatment or equipment and appropriate counselling. 2. Knowledge of health-promotion and disease-prevention programmes and planning 3. Knowledge of emerging health trends, communicable diseases and infection control techniques. 4. Principles and practice of nursing diagnosis and treatment and the ability to work independently. 5. Triage skills 6. First aid and basic life support skills. 7. Knowledge and respect of medical confidentiality. 8. Basic computer skills including use of Word and Excel. Recruitment for this vacancy will be on a local basis, in accordance with Article 4.3 of the Staff Regulations *. Successful completion of the Assessment Centre is required by external candidates. External candidates: Conditions of employment: The salary range of this grade is the following: 80,898 CHF p.a. (minimum) to 110,235 CHF (maximum). In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. *Article 4.3 states, inter alia, that an official shall be classified as locally recruited if at the time of appointment (s/)he fulfils any of the following conditions: (i) (s/)he is Swiss national; (ii) (s/)he is a French national living within a radius of 25 km from Geneva; (iii) irrespective of nationality,(s/)he has been living continually for one year within a radius of 25 km from Geneva. |
