Deputy Director (P.5)
Under the supervision of the Director of the Patent Cooperation Treaty (PCT) Business Development Division, and in close cooperation with a wide range of affected units, the incumbent has, in particular, the following duties:

developing proposals for improvements to the PCT system to further strengthen its role in the international patent system, including proposals for improvements to PCT procedures and processes, and legal work involving the preparation of draft Treaty provisions and amendments to the Regulations, Administrative Instructions and Guidelines under the PCT and to related standards and specifications of IT systems;
consulting with PCT Contracting States, industrial property Offices, PCT International Authorities and intergovernmental and non-governmental organizations concerning the development of the PCT system;
coordinating, in close cooperation with the PCT Legal Division, the PCT Operations Division and the PCT International Cooperation Division, projects for implementation of changes to the PCT system;
preparing studies, documents and meetings concerning the PCT, representing WIPO at such meetings, and preparing their reports;
performing other related tasks as necessary.

University degree in law, science or engineering, or equivalent qualification, preferably with specialization or further qualification in industrial property law.
At least 12 years of relevant professional experience, preferably in industrial property administration and policy development at the national and international levels.
Excellent knowledge of, and experience with, the PCT, either from the perspective of users or industrial property Offices.
Ability to quickly and thoroughly analyze proposals relating to legal, administrative and IT subjects, identify consequences for a wide range of affected parties and offer recommendations on effective methods of implementation or alternative approaches.
Excellent legal and technical drafting skills in English. Good knowledge of French would be an advantage.
