Head, Structure and Classification Service - P.4
Under the general direction of the Chief, Administration and Finance Department and the direct supervision of the Head, Human Resources Policies Division, the incumbent is responsible for the planning, management and delivery of the ITU Structure and Classification Service including Organization Design, Job Evaluation, Classification Appeal, Post Management, Competency and Vacancy Notice services as well as the development of Organizational, HR and case specific strategies and specialist advice to Senior Management and managers across the Organization. He/she:
• Plans and manages the delivery of the Structure and Classification programme, involving the supervision of staff and contractors, the development of the supporting operational and policy framework and related systems, procedures, and best practices.
• Identifies HR impacts associated with specific senior management strategies and provides HR and/or policy related advice and assistance in the development of alternate approaches, strategies, and/or solutions.
• Analyses all re-organization proposals and the supporting staffing strategies and provides HR advice and expertise in the development of alternative proposals, specific HR solutions and the supporting short, mid and longer term implementation plans.
• Provides advice to Bureau Managers on specific HR proposals/requests to assist them in meeting operational and staff requirements.
• Manages the on-going delivery of services, including the management of consultants in the analysis of classification/reclassification, SPA requests and classification appeals, the preparation and advertising of vacancy notices, post management services, and the development of the supporting documentation, statistics, and reports.
• Provides training and guidance and coordinates services with the HR focal points in the various Bureaus.
• Collaborates in the development and review of HR policy proposals, recommendations, and/or revisions which make up the ITU Staff Rules, the policy and regulatory framework, and ITU HR best practices.
• Negotiates contracts with external contractors for operational support and special project services.
• Performs other duties such as preparing a variety of reports, providing job evaluation training, providing impact assessments and implementation of new standards such as the GS standard, etc.

• Advanced university degree in personnel management, public or business administration or related fields OR education in a reputed college of advanced education with a diploma of equivalent standard to that of an advanced university degree in one of the above-mentioned fields. A first university degree in one of the above fields in combination with qualifying experience may be accepted in lieu of an advanced university degree in case no suitable candidate with an advanced degree is identified.
• At least seven years of progressively responsible experience in the domain, providing advice to senior management.
This should include at least three years experience at the international level.
• Excellent knowledge of one of the six official languages of the ITU (Arabic, Chinese, English, French, Russian, Spanish) and very good knowledge of a second language. The knowledge of a third language would be an advantage.
• Knowledge of and extensive experience in the application of theories and principles of human resources management specializing in organization design and development, job analysis and job evaluation as well as related methods, techniques and standards.
• Analytical skills to analyze management organizational proposals, decisions of Council, Plenipotentiary Conferences, etc. to identify HR impacts, and develop alternate strategies and/or solutions to specific HR problems.
• Communication and people skills to explain HR principles and practices to a variety of different clients across the organization.
• Writing and presentation skills to prepare project plans, proposals and recommendations for management approval.
