In the Strategic Planning and Membership Department, under the supervision of the Head, External Affairs and Corporate Communication Division (EACC), the incumbent is responsible for the development, management and implementation of ITU events’ communication plans aimed at enhancing the image of ITU and ITU events and, effectively manage media relations for these events. To this end, the incumbent performs the following duties: • Develops, proposes and implements a media relations plan for each ITU event; proposes and ensures the implementation of associated programmes of activities. Proposes measures that could improve media coverage (print, audiovisual and online) and implements them based on the various target groups and media. On the basis of identified needs, defines the type of material required and their best packaging(s) and co-ordinates their preparation. • Develops and maintains contacts with international media in order to stimulate the interest of media representatives so as to enhance the scope of their coverage of ITU activities; advises media representatives of topics of potential interest and provides all necessary information and material to enable adequate coverage (print and audiovisual). • In coordination with the Secretary-General’s Office, proposes and organizes interviews and press conferences/briefings. Plans and organizes TV, radio and newspaper interviews for ITU events as required, with local, regional and international media, grants press interviews whenever needed to raise the profile of these events and assists ITU management in their public relations activities. • Deals with press enquiries, prepares and/or ensures the preparation of press releases and media kits to be distributed to the journalists. Writes and edits the material prepared for media (print, audiovisual and online); commissions and/or assigns work to creative writers (internally or externally) and reviews the material for suitability. • Identifies and proposes the use of local media relations agencies, where required, to advise ITU management on effective measures to enhance regional media coverage and to provide localized media relations support to press in the region of the event; monitors agency performance and compliance to requirements including the budget. In coordination with the service provider, carries out quantitative and qualitative media analysis and monitoring before, during and after each event. • Periodically reviews and enhances the ITU press list and collaborates in reviewing and updating the EACC media database in the light of changes in the media and in other categories of clients who use the service. Establishes a list of newspapers/magazines that plan to produce special supplements on the occasion of ITU events. • Defines logistical requirements for the media at ITU events (press room, press bar, photo service, press bags, press transport, broadcast facilities, documentation service, and any other special journalist facilities and services, etc.). • Seeks, proposes and implements new distribution outlets, dissemination channels and monitoring mechanisms including through external partnerships and evaluates sponsorship opportunities and contra-deals. • Supervises the press accreditation process both before and during ITU events and makes recommendations on steps to improve the accreditation system within the limits of the official accreditation rules. • Manages the content provision of all media pages of the ITU specific event’s website. • Undertakes a performance evaluation of the press service and proposes improvements for future events. • Accomplishes, in the field of his/her competence, any other task that may be assigned by the Head, EACC. |

• University degree in journalism, communication, international relations, management/business administration or education in a reputed college of advanced education with a diploma of equivalent standard to that of a university degree in one of the above-mentioned fields. A qualifying combination of education, university training and experience may be considered in lieu of a university degree in the case where no suitable candidate with a degree is identified. • At least five years of experience in public information or journalism, including a successful record of working with international media, in a telecommunications/information technology-related environment, preferably both in private industry and intergovernmental/international organization. At least two years of this experience has been gained at the international level. • Excellent knowledge of one of the six official languages of the ITU (Arabic, Chinese, English, French, Russian, Spanish) and very good knowledge of a second language. Knowledge of a third language would be an advantage. (Under the provisions of Resolution No. 626 of the Council, a relaxation of the language requirements may be authorized in the case of candidates from developing countries.)
• Excellent knowledge of media relations and coverage, public relations and advocacy techniques and methods, particularly as related to audio-visual and print media. • Excellent communication skills (oral and written) and interpersonal representational abilities. • Very strong organizational, project management and problem-solving skills; ability to multitask and serve as effective leader on complex event planning projects. • Ability to work in and lead teams in media and information activities. Willingness to travel. • Resourcefulness, maturity of judgment and negotiating skills are essential. • Courtesy, tact and ability to work effectively with people of different national and cultural backgrounds. |
