Chief Technical Adviser
The ILO/EC are undertaking a project on "Assessing and addressing the effects of trade on employment ". The project will develop global knowledge tools that can support the formulation of coherent trade and labour market policies that address the adjustment challenges and expand opportunities for the creation of decent employment at the national level, based on sound data and diagnosis and with the involvement of the social partners. Actions will be taken at the global level and in four pilot EC partner countries, to strengthen the capacity of policy makers, researchers and the social partners to assess, address and monitor the effects of trade on employment.

To ensure the efficient and effective management of the project, the ILO will appoint a Chief Technical Adviser. The project has global reach and includes country-level activities in Bangladesh, Benin, Guatemala and Indonesia. Reporting lines: supervision to be received by the incumbent (level and type) and supervision to be given by the incumbent. The Chief Technical Adviser will be located at the ILO, Geneva and provide overall technical guidance of the project and oversee the timely implementation of all activities. The Chief Technical Adviser will report to the Co-ordinator of the Employment Sector's Trade and Employment Programme.

The Chief Technical Adviser will be responsible for the management of all project activities and provide oversight of and guidance to the National Project Coordinators based in the four project countries and to external collaborators.

General duties
1. Liaise closely with the EC - with representatives based in Brussels and in project countries - and ensure all requirements are met and/or the timely negotiation of any adjustments.
2. Liaise with the ITC-ILO, Regional and Subregional Offices, CODEV and other ILO Departments as needed, in order to ensure the effective implementation of project activities.
3. Undertake technical missions.
4. Participate in the recruitment of National Project Coordinators
5. Prepare progress reports and oversee project and financial reporting.
6. Oversee the dissemination of progress reports and publications.
7. Develop and maintain constructive relationships with the social partners and other Organizations.
8. Select national and international experts for the quantitative studies conducted at the country level.
9. Evaluate the effectiveness and efficiency of project activities and discuss any revisions with the Project Steering Committee.

Technical duties
1. Organize and conduct seminars and technical meetings.
2. Provide technical inputs and advice on trade and employment issues, including theoretical, methodological and policy concerns.
3. Ensure the quality of collected data for accuracy, consistency and comparability.
4. Undertake research and prepare analytical reports, working papers or other publications on selected subjects within the field of trade and employment.
5. Provide technical support to ITC-ILO, National Project Coordinators and external collaborators.
6. Identify, analyse and document experience gained from the pilot activities undertaken.
7. Plan, organize, supervise and execute the preparation and production of technical and administrative documents and publications.
8. Oversee the development of global tools including training.
10. Analyze the impact studies and country pilot project reports to identify emerging lessons and good practices and integrate these into the global tools.
11. Draft the synthesis report of country studies and edited publications that result from the country level analytical work.

Managerial duties
1. Manage all project activities.
2. Develop and manage the project's work plan and budgets and maintain financial and administrative system. Prepare terms of reference as necessary for external collaborators.
3. Provide oversight of and guidance to National Project Coordinators and external collaborators.

An advanced degree in economics, preferably Ph.D.
At least eight years' experience, including at least three years experience at the international level in trade issues, trade capacity building and/or labour market issues - preferably conducting research and providing policy advice to developing countries. Experience in the management of technical cooperation projects and the implementation of donor projects is also required. Familiarity with the mandate and the tripartite structure of the ILO, and/or familiarity with other multilateral institutions, would be an advantage.
Excellent written and verbal command of the English language. Knowledge of French and/or Spanish would be an advantage.
Excellent writing skills. Excellent skills in project management, monitoring and evaluation. Proven ability to successfully conduct research projects and/or donor funded technical cooperation projects. Ability to translate results of pilot projects into global tools. Excellent organizational, planning and problem solving skills. Excellent communication and presentation skills. Good interpersonal skills including tact and persuasiveness in dealing with people. Familiarity with quantitative and qualitative research techniques. Good knowledge of trade policy issues. Familiarity with labour market policy also desirable.
