Director Health Policy
Merck Serono is reinforcing its Health Policy & Market Access team, as the healthcare is becoming more complex and as the company has grown and become a leader in the healthcare biotechnology industry
To further strengthen the team, Merck Serono is seeking a Director Health Policy, reporting to Thomas Bols, Vice President EU Government Affairs Europe.
Based in Geneva, the successful candidate will be a member of a dynamic and busy team, working with colleagues in Geneva and across Europe. He/she will have the opportunity to work and interact with highly experienced individuals, both in government affairs, market access, health economics, regulatory affairs, medical affairs, commercial divisions and with the Merck Serono's senior management.
As well as expertise and enthusiasm, Merck Serono is seeking a colleague who is a team player but, can also take initiative and drive issues which will best represent Merck Serono's interests.

KEY TASKS AND RESPONSIBILITIES
•Develops and drives implementation of health policy strategy aligned with the company's business goals and HP & MA goals
•Promotes the development of optimal business conditions for the Business Units with relevant internal and external stakeholders
•Ensure regional and cross functional coordination on legislative and policy initiatives which have a direct impacts on Merck Serono portfolio
•Develops and drives, together with the patient advocacy manager, a patient advocacy strategy and plan, in consultation and collaboration with medical affairs and the commercial teams
•Contributes to Senior Management policy briefings (Dolder, IFPMA Council, EFPIA Board, Heads of Europe, Interpharma Board - International) to cover health policy elements
•Analyses the way in which these present and future health and pharma policies influence or will influence Merck Serono's business in Europe and , in a proactive manner makes recommendations to the company on the course of action to be followed in order to derive maximum benefit
•Has frequent and ongoing contact with members of the European Commission, European Parliament and EU government departments and agencies that serve on influential committees related to issues of pharmaceutical industry and Merck Serono (network)
•Is in liaison with the VP and Country management, with relevant staff positions with colleagues in similar positions at other pharma/Biotech companies and key staff members of industry associations (EFPIA,IFPMA, EuropaBio, etc)
•Has a public speaking role for Merck Serono on public policy issues
•Works on concrete projects where EU policy makes a contribution to commercial objectives
•Is responsible for liaising with the Brussels based, patient advocacy groups
•Organises the international out reach and information flow on the project via webcasts, flash reports and other media
Qualifications: Masters degree (Law or Political Science)

-10-15 years experience in either government, and/or pharmaceutical industry, including business experience and preferably in an international environment
-Profound knowledge of the political environment within the EU and within the European pharmaceutical Industry in particular
-Record of success in participation on and in supporting teams
Desirable
-Previous experience from industry association is an advantage
-Working knowledge (regulatory, pricing, reimbursement, healthcare practice, health systems) of major European healthcare markets
-Track record of successfully establishing and maintaining complex, multi-country business processes
-A working knowledge of marketing, clinical development, regulatory, and operations

-University Degree and/or MBA
-Fluency in English, both oral and written communications
Desirable
-Advanced degree(s) in Law or Political Science
-A formal education in a Life Science is not considered essential, but intellectual capacity to understand life science-and technical issues is necessary
-Fluency in multiple relevant languages, good knowledge of French and German is an asset
