The growth of international free trade agreements provides opportunities for optimization of tobacco taxation, export/regional manufacturing locations and procurement. This position exists to analyse and seek opportunties in international trade treaties to improve JTI's access to new and existing markets. The incumbent's main tasks are to identify existing and upcoming country-to-country or regional trade treaties, evaluate the opportunities for JTI and where required develop a strategy to engage in the negotiating process. It includes both international trade policy and strategy execution in an effort to enable JTI to exploit preferential taxation tariffs in accordance with the development of our business objectives and plans. In order to achieve these objectives and meet the needs of the organisation the incumbent works closely with Market and Regional management teams, HQ Functions (GSC, C&CA, Tax group, CTM, Legal), other tobacco manufacturers, governments, international institutions and external consultants. All activities will be in line with the key objectives of the Tobacco Taxation Team: · Anticipating economic, political and regulatory events which influence taxation. · Educating the company on the impact of tobacco taxation and international trade on JTI business and performance goals. · Developing strategies, positions and programs to shape tobacco taxation evolution and opportunities arising from trade agreements. · Long-term improvement of company's competitive ability to manage the impact of excise tax change and market access.
Areas of responsibility 1- International Trade Treaties Mapping: Map international free trade agreements (bilateral, multilateral and regional arrangements) on a global basis, evaluate their status (existing, being negotiated, pending), their processes and timelines. Identify the key policy stakeholders driving these treaties. Indentify the tobacco provisions and initial assessment of their use by JTI.
2- International Trade Policy & Planning: In depth analysis of existing international trade agreements where we identify potential opportunities for JTI in line with our business objectives. Working with other HQ functions, evaluate, raise awareness and provide direction on how the company can use these agreements e.g. improve product access, reduce taxation and manufacturing location optimization etc.
3- International Trade Strategy: Recommend JTI position and strategies for engagement with government political and trade policy decision makers in trade agreements being negotiated to senior management. Direct the creation of concise submission documents for presentation to governments in a timely manner. Enlist the support of other HQ functions, regional management and markets where required.
4-Business Partnership: To advise and support Head of Tobacco Taxation, Senior management, Regional Management teams, Market GMs and work with them to ensure that all policy and strategy are identified and agreed in a timely manner. Evaluate our ability and needs.
5- Competitors: Monitor and liaison with competitors on areas of common interest. Implement an effective intelligence system to anticipate competitor moves and use of free trade agreements. Provide guidance on competitor positions 6- Management of external advisors:
To provide oversight and serve as a contact for outside consultants working on JTI projects, monitoring their performance and ensuring the organization achieves value for money. To assist markets in their selection and use of external consultants. |

Undergraduate degree in Law, Economics, Social Sciences. Minimum 5 years experience in international trade matters with government, international body, and/or private industry experience. External relations experience working within governments, tax authorities. Good knowledge of government fiscal and international trade policies. English, Other language beneficial, Excellent writing & communication skills, IT Systems (Excel, Word). Functional Skills: Expert knowledge of international trade treaties, rules of origin, country and regional trade policies. |
