The goal of EWS-WWF’s Policy Department is to foster the development and implementation of policies in the UAE, and region where appropriate, that protect biodiversity and incentivize natural resource conservation and climate mitigation. The Policy Director oversees proper development and implementation of EWS-WWF’s policy goals.
Position Scope: The Policy Director manages EWS-WWF’s policy engagement with the public and private sectors. She/He develops the strategic direction and vision for EWS-WWF’s policy engagement in coordination with the Programme Director and Fundraising Director. The Policy Director will also provide leadership, vision and strategic direction for the organization as a whole. As such, the Policy Director requires considerable strategic, leadership and management skills.
The Policy Director supervises a team of policy staff and reports to the Director General. The Policy Director also serves on the EWS-WWF Management Committee (MC). This is a full-time position, responsible for the planning, management, resourcing, co-ordination and review of all policy-related activities of the organization.
Responsibilities: The Policy Director’s role is to lead and direct EWS-WWF’s policy activities with the public and private sectors, including: * Contribute to the development of the EWS-WWF strategic plan and lead on setting and developing organization policy objectives and overseeing development of the EWS-WWF annual policy plan * Contribute to setting and delivering organization program and funding objectives in the organization’s Management Committee * Oversee the delivery of the EWS-WWF policy plan * Develop the organization’s policy development capabilities - Recruit and develop staff for writing policy and managing policy engagement and outcomes with key stakeholder groups - Define key processes for development of policy positions; including identification of stakeholders, baselining policy areas and identifying gaps between current state and desired outcomes and planning approaches to closing gaps - Identify and develop systems to support EWS-WWF policy development and delivery * Undertake general management of the policy unit; set objectives with staff in-line with the EWS-WWF strategy, coach team members to achieve desired outcomes, undertake performance appraisals of senior staff and oversee performance appraisal process for all policy staff
Additional functions: * Design, implement, and direct complex and diverse initiatives, and coordinate the work of other professionals inside and outside the organization. Facilitate and incorporate cross-disciplinary knowledge to support policy objectives. * Cultivate the creative ideas of others to develop potential solutions to complex policy problems. * Develop constructive and effective working relationships inside and outside the organisation. * Lead the formulation of EWS-WWF’s policy positions. * Negotiate strategic or sensitive agreements. * Diagnose complex problems; cultivate the creative ideas of others to identify potential solutions to complex and less-defined problems. Experiment to find creative solutions – think out of the box. * Direct major program of strategic importance to EWS-WWF through management and interactions with multi-disciplinary teams. * Manage professional staff with responsibility for performance management, training, and career development. Establish clear directions and set ambitious objectives. * Develop and operate within budget guidelines to ensure sound financial performance. Develop and administer departmental budget and modify budget based on changing circumstances. * Establish and maintain optimal standards for departmental performance. * Ensure that public and private funds are raised to meet program needs.

* Extensive management experience including ability to motivate, lead, set objectives, and manage performance of a multi-disciplinary team. * Extensive experience in policy development, including research and analysis, and policy engagement with decision-makers and leaders. * Experience conceiving and implementing strategic initiatives. * Ability to create and communicate a compelling vision; practice EWS-WWF’s core values. * Commands attention, can change tactics midstream, and manage group processes during presentations or discussions. * Experience working with diverse stakeholders, as well as indentifying and fostering new partnerships. * Demonstrated policy writing skills, including publications. * Demonstrated success in directing or participating in negotiations or multi-party agreements. * Extensive experience in program design, monitoring and evaluation. * Experience Identifying and developing new funding sources, including proposal development and presentation. Experience in donor management. * Superb interpersonal and communication skills; ability to persuasively convey the mission of EWS-WWF to diverse groups including government officials, corporate executives, major donors, board members and others who are critical to the organisation’s overall prosperity. Fluency in English and preferably Arabic. * Available for travelling within the UAE
Qualifications The ideal candidate will have: * Advanced degree in policy, public administration, conservation, economics, business, law or international relations. * Minimum of 10 years relevant experience in field of policy, conservation and/or corporate sustainability; * A proven track record in policy development and implementation. |
