Programme Manager
The position is located in the Programme on Boosting Employment through Small Enterprise Development (EMP/SEED) in the Job Creation and Enterprise Development Department (EMP/ENTERPRISE). The Department contributes to the overall ILO mission of creating decent work for all through the promotion of sustainable enterprises of all types and sizes. Within this broad mandate, EMP/SEED is responsible for the ILO's work on job creation and growth through entrepreneurship and small enterprise development, capitalizing on several decades of experience in applied research, policy advice and technical cooperation.

Description of Duties
Specific duties
1. Define the strategic direction of the Department's small enterprise programme and its contribution to the Strategic Framework for Sustainable Enterprise and ensure that it is a recognized centre of excellence in its field.
2. Participate in the Department Management Team, and ensure close collaboration and linkages with other Teams within EMP/ENT, with Departments in the Employment and other Sectors, and with the field structure, including TC project, ensuring synergies, complementarity and contributions to key cross cutting themes such as youth employment, gender equality and.
3. Be responsible for the development and follow-up of detailed outcome-based plans for the Programme's work. In this connection to establish the necessary monitoring, evaluation and control mechanisms, and to provide regular reports and updates as needed.
4. Provide leadership in identifying priorities and key deliverables for the Programme's work including:
a. The development, testing and dissemination of practical tools and resources (policy guidelines, tool kits, manuals, training programmes etc.) which meet the needs of ILO constituents and other related stakeholders in the area of small enterprise development:
b. Contributions to the implementation of DWCPs in close collaboration with the field structure;
c. Support to the field structure in the development and implementation of technical cooperation projects (donor negotiations, development and design of technical cooperation projects and supervision of implementation and evaluations), as needed;
d. Practically oriented areas of research for the Department within overall research agenda for the Department and the Employment Sector.
5. Support the development of effective knowledge management practices. This will include mechanisms to extract, document and apply lessons learned on an ongoing basis, and contributions to the development of maintenance of the Department's resource platform and other mechanisms aimed at establishing close and effective working relations with field specialists and TC project personnel.
6. Develop and maintain linkages with external partners in the field of small enterprise development.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties:
1. Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
2. Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
3. Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
4. Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
5. Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
6. Evaluate the efficiency and effectiveness of the project activities.
7. Lead technical advisory missions.
8. Conduct seminars, workshops and technical meetings.
9. Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
10. Write manuals and training guides on related topics.
11. Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
12. Monitor and coordinate research carried out by junior technical officers and external collaborators.
13. Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General's report to ILC).

Advanced university degree with demonstrated expertise in business, economics or related discipline with specialization in issues pertaining to small enterprise development in developing countries.
Ten to fifteen years' experience of which at least seven years at the international level in the area of formulation, implementation and monitoring of policies, programmes and projects in the field of job creation and enterprise development, including small and micro enterprises. This experience should include: experience as a leader and manager of a team of small enterprise development professionals; key roles in the identification, development, negotiation, implementation and evaluation of major technical cooperation projects and programmes; successful experience in building and sustaining effective partnerships in relevant technical fields; intimate knowledge of international best practice in small enterprise development. In-depth knowledge of and experience with a wide range of ILO's policies, strategies and tools for small enterprise promotion would be a strong advantage, as would be field experience.
Excellent command of one working language of the Organization and a working knowledge of a second working language. Knowledge of a third working language would be an advantage.
Demonstrated and recognized technical and /or managerial leadership in achieving objectives and in implementing policies related to the work unit; demonstrated technical expertise to devise new methods, concepts, approaches and techniques, leading to development of ILO standards and technical guidelines and ability to prepare ILO strategy reports in the related field for programme development. Ability to provide policy advice including ability to conceptualize and integrate small and micro enterprise development within wider policies for economic development, quality employment promotion and poverty reduction. Strong strategic, analytical and management skills including the ability to manage large projects to coordinate activities among projects. Proven skills in successfully promoting and negotiating complex donor funded technical assistance projects.
Proven ability to lead and inspire a team of professionals. Excellent communications and networking skills including proven ability to build and sustain strategic partnerships and linkages. Ability to gain agreements to present convincingly and to negotiate effectively. Sensitivity to diversity, shaping a culture that values diversity, promotes mutual respect and understanding and creates an inclusive environment in particular a commitment to gender mainstreaming
