Senior Development Economist
The Policy Integration Department (INTEGRATION) supports the ILO's agenda for decent work for a fair globalization. Its current mission is to improve the policy coherence of social and economic policies at the international and national levels to promote decent work solutions to the global jobs crisis. The Senior Development Economist will report to the Director of the Department.

Specific duties:
1. Contribute to the Office-wide efforts towards policy coherence of social and economic policies at the international and national levels in order to promote decent work solutions to the global jobs crisis.
2. Lead, organize, plan, and coordinate policy-oriented research on labour institutions in developing countries in the context of policy coherence among the decent work strategic objectives and with a wide range of economic and development policies, including the Global Jobs Pact.
3. Contribute to the Department's project on policy coherence in crisis response, addressing how domestic labour markets interact with global dynamics. Multiple methods of research are preferred, such as micro- and mesa- level statistical analyses and qualitative case studies.
4. Actively promote findings and publications through participation in workshops, meetings and existing policy and research networks. Represent the ILO in international, regional and national fora.
5. Contribute to the Department's research and publications policies and outputs.
6. Liaise with ILO constituents to ensure that their expertise and needs are taken into account in developing and implementing the Department's research work.
7. Evaluate the efficiency and effectiveness of the research activities, lead technical advisory missions, conduct seminars, workshops and technical meetings, prepare recommendations and guidelines for discussion, write manuals and training guides on related topics, disseminate information through the ILO web-site, publications and press releases, represent the ILO at national and international meetings and provide technical inputs to Office documents.
8. Undertake any other duties and responsibilities as may be assigned by the Director of the Department, including administrative matters and focal point responsibilities.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties.
1.Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
2.Design and promote a wide range of special subject-matter-related programmes. This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
3.Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
4.Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
5.Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
6.Evaluate the efficiency and effectiveness of the project activities.
7.Lead technical advisory missions.
8.Conduct seminars, workshops and technical meetings.
9.Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
10.Write manuals and training guides on related topics.
11.Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
12.Monitor and coordinate research carried out by junior technical officers and external collaborators.
13.Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General's report to ILC).

Advanced university degree in development economics, labour economics, statistics or related social science disciplines with demonstrated expertise in the relevant technical field, or first level university degree with equivalent work experience; and a excellent knowledge of the interactions between macroeconomics and the labour market. Documented publication of several articles in a recognized professional journal or publications of a similar academic value considered a major advantage.
Experience
Ten to fifteen years' experience of which at least seven years at the international level. The applicant should have experience in research as part of a team.
Languages
Excellent command of one working language of the Organization. Proven ability to draft high quality reports in English. Proficiency (or good working knowledge) of another working language of the Organization.
Competencies
The successful candidate will be able to demonstrate technical and managerial leadership in carrying out the objectives and policies of the Department. He/She will have technical expertise in devising research methods, concepts, approaches and techniques; proven skills in quantitative economic analysis; and ability to prepare strategy reports; provide sound policy advice, develop technical guidelines; manage large projects and coordinate activities with other ILO units and constituents. Ability to provide seasoned advice on best practices, to address broader issues outside the field of specialization. The ability to work in a multicultural environment and gender-sensitive behaviour and attitudes are also required.
