Senior Economist (Quantitative Analysis)
The Policy Integration Department (INTEGRATION) supports the ILO's agenda for decent work for a fair globalization. Its current mission is to improve the policy coherence of social and economic policies at the international and national levels to promote decent work solutions to the global jobs crisis. It has recently been charged by the ILO Director-General to enhance Office-wide policy dialogue, knowledge-sharing, partnerships and collaboration with key global and regional multilateral institutions in support of the recently adopted Global Jobs Pact and its application. INTEGRATION specialists undertake research, provide policy advice, represent the ILO at high-level international policy fora and manage technical cooperation projects. They work closely with other ILO technical departments, governments and employers' and workers' organizations and other multilateral agencies. The Senior Economist will report to the Director of the Department.

Specific duties:
1.Contribute to the Office-wide efforts towards policy coherence of social and economic policies at the international and national levels in order to promote decent work solutions to the global jobs crisis.
2.Lead, organize, plan and supervise the ILO programme for measuring decent work. This involves the timely and high-quality delivery of all programme activities and progress reports in close collaboration with the Department of Statistics, ILO offices across regions and technical sectors.
3.Continue the development of statistical methodologies to monitor and analyse Decent Work Indicators, and monitor and coordinate research carried out by external collaborators. This can involve analysis of complex or conflicting data, statistics, information or policy guidelines and requires familiarity with international labour standards.
4.Develop and review an institutional framework, in which social partners can best be engaged in the programme and its follow-up.
5.Represent the ILO in international, regional and national fora.
6.Coordinate the work of staff working on the programme, including project assistants who will provide technical support regarding the legal framework for decent work and statistical decent work indicators, and closely liaise with the technical managers of any related project(s).
7.Undertake any other duties and responsibilities as may be assigned by the Director of the Department, including administrative matters and focal point responsibilities.

These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties.
1.Lead, organize, plan, supervise and control the work of a technical unit (including managerial functions).
2.Design and promote a wide range of special subject-matter-related programmes, This involves analysis of complex or conflicting data, statistics, information or policy guidelines in a manner requiring the advanced application of principles of a recognized technical specialization.
3.Develop and review an institutional framework, in which social partners can best improve, implement and evaluate efficient and equitable ILO action programmes.
4.Assume full responsibility for policy formulation and providing policy advice to ILO's constituents on institutional strengthening, the application of ILO standards and the promotion of technical cooperation activities.
5.Develop project design, review proposals, formulate, revise and submit project proposals and negotiate funding.
6.Evaluate the efficiency and effectiveness of the project activities.
7.Lead technical advisory missions.
8.Conduct seminars, workshops and technical meetings.
9.Prepare recommendations and guidelines for discussion and adoption as ILO recommendations on related technical fields.
10.Write manuals and training guides on related topics.
11.Disseminate information on action programmes through publications and press releases as well as ensuring representation at donors' meetings, international, regional and national fora and advocacy campaigns.
12.Monitor and coordinate research carried out by junior technical officers and external collaborators.
13.Provide technical inputs to office documents (sectoral meetings, technical committees, conference reports, Director General's report to ILC).

Advanced university degree in quantitative economics, labour economics or statistics with demonstrated expertise in the relevant technical field, or first level university degree with equivalent working experience; and an excellent knowledge of the interactions between macroeconomics and the labour market. Documented publication of several articles in a recognized professional journal or publications of a similar academic value considered a major advantage.
Experience
Ten to fifteen years' experience of which at least seven years at the international level. The applicant should have experience in research as part of a team.
Languages
Excellent command of one working language of the Organization. Proven ability to draft high quality reports in English. Proficiency (or good working knowledge) of another working language of the Organization
Competencies
The successful candidate will be able to demonstrate technical and managerial leadership in carrying out the objectives and policies of the Department and in particular the Measuring Decent Work programme. He/She will have technical expertise in devising research methods, concepts, approaches and techniques;; a proven skill in quantitative economic analysis; aptitude to prepare strategy reports; provide sound policy advice, develop of technical guidelines, manage large projects and coordinate activities with other ILO units,, ILO constituents and international partners. In particular, the successful candidate will demonstrate familiarity with the pillars of the Decent Work Agenda, have strong skills in empirical labour market analysis and have a high level of proficiency in labour statistics. Ability to provide seasoned advice on best practices, to address broader issues outside the field of specialization. Ability to work in a multi-cultural environment and gender-sensitive behaviour and attitudes are also required.
